摘 要:针对电网物资供应链战略运营转型中面临的问题,基于供应链控制塔理论,首先,从数据治理到运营体系、从多跨场景到全局可视、从内部管控到外部协同,提出“双中台数治、两中心协作”的电网物资供应链数字控制塔模式。其次,面向运营分析决策、资源优化配置、风险监控预警、数据资产应用与应急调配指挥等供应链综合运营,开发大数据分析模型和智能决策工具,实现“数据业务双轮驱动、内外专业多跨协同”运营数智转型。最后,介绍了浙江电力宁波公司在废旧资产处置协同管控上的应用实践,表明了供应链数字控制塔模式对于电网物资供应链战略运营数智转型具有重要价值。In this paper,aiming at the problems encountered in the strategic operation transformation of power grid material supply chains,based on the supply chain control tower theory,we first put forward the digital control tower model of the power grid material supply chain with double DCM and double center collaboration covering the processes from data governance to operation system,from multiscenario to global visibility,and from internal control to external collaboration.Next,for comprehensive activities of supply chain operation such as operational analysis and decision-making,resource optimization allocation,risk monitoring and early warning,data asset application,and emergency deployment and command,etc.,we developed the suitable big data analysis model and intelligent decision-making tools to realize the digital and intelligent technology based transformation of the supply chain best epitomized as"two-wheel driven data business,cross-specialty collaboration of internal departments and external parties."Finally,we introduced the application of the model by SGCC Zhejiang Electric Power Ningbo Company in the collaborative management and control of waste assets disposal,which shows that the digital control tower supply chain management model has important value for the digital and intelligent technology based transformation of the strategic operation of the power grid material supply chain.
