摘　　要：目的研究新发展阶段医疗质量管理的内涵与发展路径,为医疗质量管理创新发展提供参考。方法梳理近年来医疗质量管理政策的演进层次,从管理视角研究医疗质量管理的时代特征,从而分析把握未来发展方向。结果近年来我国质量管理体系发生了重大变化,多层级医疗质量管理主体网络和“双下沉”质量管理延展路径已经形成,新的制度框架表现出了制度性、融合性、创新性等特征。结论医疗质量管理要融入管理全过程,分领域分阶段阶梯式提升;多种质量过程控制方式并用,并要与信息化深度融合;医疗质量管理与经济效益相适应、相平衡;探索提升医疗质量管理水平、能力的路径和模板;进一步增强质控体系面向基层的延伸能力。Objective To study the connotation and development path of medical quality management in the new development stage in order to provide reference for the innovation and development of medical quality management.Methods To analyze the policy evolution and level expansion of medical quality management in recent years,and study characteristics of medical quality management in specific times from the perspective of management,so as to analyze and ensure the future development direction.Results In recent years,China's quality management system has undergone significant changes.The main network of multi-level medical quality management and the"double sinking"quality management extension path have been formed.The new system framework shows the characteristics of system,integration and innovation.Conclusion Medical quality management should be integrated into the whole process of management,and be promoted step by step at different stages in various fields;a variety of quality process control means should be applied together,and be deeply integrated with informatization;medical quality management should be compatible with and in balance with economic benefits;paths and models to improve the level and ability of medical quality management should be explored;quality control systems should be further extended to primary healthcare organizations.
