基于绿色发展理念的河南生物质能发电产业发展策略研究

摘　　要：生物质能是理想的绿色可再生能源,具有良好的生态、经济和社会效益。深入阐释绿色发展理念与生物质能发电产业的相互关系,分析河南省生物质能发电产业发展潜力,就促进河南生物质能发电产业发展提出如下策略建议:一是基于绿色发展理念进行产业定位,完善生物质能发电产业有关政策;二是将生物质能发电项目纳入国家生态补偿机制,继续给予补贴支持;三是合理布局生物质能发电项目,建立秸秆收储体系;四是构建绿色金融生态,多种途径募集产业发展资金;五是实现生物质能发电产业升级,创新产业发展新模式。Biomass energy is an ideal green renewable energy,with good ecological,economic and social benefits.Based on the green development concept,this paper puts forward to suggestions to promote the development of biomass power generation industry in Henan Province:firstly,position the industry based on green development concept and improve the relevant policies;secondly,integrate the biomass power generation project into the national ecological compensation mechanism and continue to provide subsidies;thirdly,layout the biomass power generation project rationally and establish the straw purchase and storage system;fourthly,build the green financial ecology and raise industrial development funds by various ways;fifthly,promote the biomass cogeneration technology and actively explore the integrated mode of waste power generation and biomass cogeneration.
