岳阳自贸片区发展存在的问题与对策

摘　　要：自由贸易试验区担负着为国家试制度、为地方谋发展的重任,岳阳自贸片区高质量发展对推动湖南对接长江经济带以及岳阳省域副中心城市建设有着重要意义。岳阳自贸片区建设具有地理环境优越、双向开放稳步发展、产业基础牢固等优势,也面临营商环境的制度创新无法满足发展需要、差异化制度创新不足、专业人才及高层次人才储备不充分等挑战。岳阳自贸片区建设要以集成创新打造“岳阳模式”、以规范监管制度改善营商环境、以制度推动区内区外联动发展、以人才软实力开拓创新思维来推动岳阳自贸片在质量发展等方面进行深层次改革。The Pilot Free Trade Zone bears the responsibility of testing the national system and developing for the local area.The high-quality development of Yueyang Free Trade Zone is of great significance to connect Hunan docking with the Yangtze River Economic Belt,and to construct Yueyang into the sub-central city of Hunan Province.The construction of Yueyang Free Trade Zone enjoys superior geographical environment,steady development of two-way opening up and solid industrial foundation,however,it also faces challenges of institutional innovation of business environment that cannot meet the development needs,insufficient differentiated institutional innovation,and insufficient reserve of professional talents and high-level talents.The construction of Yueyang Free Trade Zone should carry out in-depth reform in building the"Yueyang Model"through integrated innovation,improve the business environment by standardized regulatory system,promote the joint development of areas within and outside driven by system power,and accelerate the high-quality development of Yueyang Free Trade Zone with soft power o£talents and innovative thinking competency.
