摘　　要：如何理顺国家纵向行政体系之间的关系,是中国超大规模国家治理的重要问题。自古以来,以纵向行政体系为表征的中央地方关系始终是影响政治稳定的变量,也是历朝历代统治者关注的重点。中华人民共和国成立后,党和国家几经探索,探索顶层设计与地方创新统合发展的模式,有效地解决了传统社会的中央地方关系问题,构建了制度韧性。从价值意蕴中看,顶层设计与地方创新的统合发展有利于保障社会主义“集中力量办大事”的优势,保证中央权威,分散治理风险和政治压力,积累改革创新的经验教训,以推动整体的改革进程。从推进路径看,统合顶层设计与地方创新要坚持党的领导,构建行政体系的“递归制结构”,实现现代技术赋能,充分彰显国家纵向体制的制度优势和治理效能。Adapting the relationship of the national vertical administrative system is a vital problem of China’s national governance.In the history,the Central-Local relation,which is the appearance of the vertical administrative system,is a key variance to impact the political stability.This issue,at the same time,was also an important problem that the emperors highlighted in different dynasties.After the establishment of the P.R.China,the Communist Party of China and the state explored a novel pattern to solve the problem of the Central-Local relation embedded in the traditional society and further form the institutional resilience,which is the integration of top design and local innovation.From the perspective of its value,the integration of top design and local innovation has its advantage in three facets:ensuring the“concentrated efforts for big and key projects”of the socialism;keeping the central authority and distributing the governance risks and political pressures;gathering the experiences of the reform,and further developing the reform.From the perspective of achieving such pattern,the integration of top design and local innovation can be constructed from three dimensions as well:upholding leadership by the Communist Party of China;shaping the recursive structure of the administrative system;and using modern information technology to reform the administrative process,fully demonstrate the institutional advantages and governance effectiveness of the national vertical system.
