摘　　要：[目的/意义]政府数据价值丰富但却难以计量。构建合理的评估模型可以量化数据的潜在价值,在赋能于各种产业要素的同时,产生新式的产业结构与产业态势。[方法/过程]以产业转型升级为目标,以吉林省五大产业为背景,运用文献分析、定量分析、定性分析等方法,揭示政府数据价值评估以及产业转型升级的基本内涵,计算产业转型升级视角下政府数据价值的评估指标,测量数据价值的评估权重,分析数据平台的量化分值,设计价值评估的整体模型,总结政府数据对于产业转型升级的驱动价值,统筹产业转型升级未来的发展态势。[结果/结论]基于产业转型升级数据所构建的价值评估模型可以合理量化不同产业的数据价值;不同地区的数据价值能够由弱至强地驱动吉林省重点产业的转型升级。与此同时,面向吉林省政府数据所设计出来的指标与维度可以为不同地区的产业建设提供思路。[局限]所构建的政府数据价值评估模型侧重于理论和方法层面上的分析,未来需要进一步实现与政务系统的真实对接,在实践中检验模型的实效性与普适性。[Purpose/significance]The value of government data is rich but difficult to measure.Through constructing reasonable evaluation model,the potential value of data can be quantified,which can not only empower various industrial elements,but also produce new industrial structure and industrial situation.[Method/process]Based on the goal of industry transformation and upgrading,five industries in Jilin province as the background,through literature analysis,quantitative analysis and qualitative analysis method,reveals the government data value evaluation and the basic connotation of industrial transformation and upgrading,the government data value is calculated under the transformation and upgrading of industry perspective of evaluation index,measure the data value evaluation weights.The paper analyzes the quantitative score of the data platform,designs the overall model of value evaluation,summarizes the driving value of government data for industrial transformation and upgrading,and plans the future development trend of industrial transformation and upgrading.[Result/conclusion]The results show that the value evaluation model based on industrial transformation and upgrading data can reasonably quantify the data value of different industries.The data value of different regions can drive the transformation and upgrading of key industries in Jilin Province from weak to strong.Meanwhile,indicators and dimensions designed for Jilin government data can provide ideas for industrial construction in different regions.[Limitations]However,the government data value evaluation model constructed in this paper focuses on theoretical and methodological analysis.In the future,it is necessary to further realize the real docking with the government affairs system,and test the effectiveness and universality of the model in practice.
