摘  要:目标管理是组织内的管理人员和员工共同围绕所制定的目标而努力,其核心是以目标为导向,以人为中心,以成果为标准,最终使组织和个人取得最佳业绩的现代管理方法。实施院科两级目标管理是推动医院高质量发展的有力杠杆。文章以福建省老年医院为个案研究,从目标设定、目标分解、目标实施、业绩评定、结果反馈等环节探讨院科两级目标管理在该院业绩考核中的应用,并展示了院科两级目标管理在福建省老年医院业绩考核中的应用效果,同时分析了院科两级目标管理在医院业绩考核实施中存在的问题,提出要从人才建设、完善指标、评价过程等方面进一步优化院科两级目标管理在医院业绩考核中的路径。本文积极探索老年医院开展院科两级综合目标管理的有效举措,为老年医院个性化、科学化、规范化、精细化管理提供参考,以推动老年医院管理水平提高。Management by objectives is a modern management method in which managers and employees in an organization work together around the goals they have set.Its core is goal-oriented,people-centered,and results-based,so that organizations and individuals can achieve the best performance.The implementation of hospital-department two-level management by objectives is a powerful lever to promote the high-quality development of the hospital.Taking Fujian Provincial Geriatric Hospital as a case study,the article discusses the application of hospital-department two-level objective management in the performance evaluation of the hospital from the aspects of goal setting,goal decomposition,goal implementation,performance evaluation,result feedback,etc.,and shows the application effect of hospital-department two-level management by objectives in the performance evaluation of Fujian Provincial Geriatric Hospital,and analyzes the problems of hospital-department two-level management by objectives in the implementation of hospital performance evaluation,It is proposed to further optimize the path of hospital-department two-level management by objectives in hospital performance assessment from talent construction,improvement of indicators,evaluation process and other aspects.This article actively explores the effective measures for the geriatric hospital to carry out the comprehensive target management at the hospital-department levels,and provides reference for the personalized,scientific,standardized and refined management of the geriatric hospital,so as to promote the improvement of the management level of the geriatric hospital.
