摘　　要：“塔西佗陷阱”是国内近年来的研究热点,但是,首先在“塔西佗陷阱”的命名方面,存在着一定的误读、误解。事实上,在“塔西佗陷阱”的命名上,潘知常的贡献是无可怀疑的。其次是在“塔西佗陷阱”的内涵方面,“塔西佗陷阱”针对的也不是公信力的问题,而是公信力背后的公权力问题。它揭示的是文明的进程必然包含着“饥饿”与“恐惧”这两种挑战的秘密。而且,“温饱”的最大化甚至还不如“恐惧”的最小化。因此,化解社会风险的能力也就与“塔西佗陷阱”的跨越息息相关。"Tacitus Trap"is a hot research topic in China in recent years.However,first of all,there are some misinterpretations and misunderstandings in the naming of"Tacitus trap".In fact,Pan Zhichang's contribution to the naming of the"Tacitus Trap"is indisputable.Secondly,in terms of the connotation of"Tacitus trap",which is not aimed at the problem of credibility,but the public power behind the credibility.It reveals the secret of the two challenges of"hunger"and"fear"in the process of civilization.Moreover,the maximization of food and clothing is even worse than the minimization of fear.Therefore,the ability to defuse social risks is closely related to the crossing of the Tacitus Trap.
