摘　　要：2014年以来,我国大力推广政府与社会资本合作(PPP)模式,推动了我国基建事业发展,却也隐含着一定的财政风险。针对这一现状,在梳理相关文献的基础上,为PPP模式下政府担保可能引发财政风险的防范和管理提出对策建议,指出要以对政府担保支出责任的科学识别与测算为基础,建立财政风险治理决策及运行机制,在PPP项目全生命周期内防范化解财政风险。旨在保证公共财政的可持续性,同时进一步推动PPP模式在我国健康发展。Since 2014,China has vigorously promoted the pubic-private partnership(PPP)model,which has promoted the development of China's infrastructure,but also implies certain financial risks.In view of this situation,on the basis of sorting out the relevant literature,this paper puts forward countermeasures and suggestions for the prevention and management of financial risks that may be caused by government guarantees under the PPP model,and points out that it is necessary to establish a financial risk governance decision-making and operation mechanism based on the scientific identification and measurement of government guarantee expenditure responsibilities,so as to prevent and resolve financial risks throughout the life cycle of PPP projects.It aims to ensure the sustainability of public finance and fur-ther promote the healthy development of PPP model in China.
