摘　　要：既有建筑节能改造的公共物品属性与正外部性决定了政策体系建设的内在必要性。从政策体系设计原则着手,确立了政策体系设计的基本思路,架构了政策体系设计的整体框架,基于强制性政策和激励性政策两个维度,提出了既有建筑节能改造市场运行政策体系设计要求,以科学的政策体系有效驱动既有建筑节能改造市场健康有序发展。The public goods attribute and positive externality of energy efficiency in existing buildings determine the internal necessity of policy system construction.Starting from the design principles of the policy system,the paper established the basic ideas of policy system design,constructed the overall framework and put forward the design requirements for the operation policy system of the energy efficiency in existing buildings market based on the two dimensions of mandatory policy and incentive policy.The scientific police system can effectively drive the energy efficiency improvement and the healthy and orderly development of existing buildings market.
