摘　　要：在中国电力计划与市场双轨制运行过程中,同时存在优先发电、优先购电、电网代理购电、市场化交易等多种机制,研究其协调运行的关键实施策略具有重要意义。为实现从计划向市场体制的平稳过渡,提出了计划与市场分类平衡的基本思路,对双轨制运行中的电量平衡、电力平衡、收支平衡、保障优先发电和优先购电战略目标实现、保障发电充裕性等问题进行了系统分析,提出了保障多种机制协调运行的关键实施策略,并通过案例予以说明。研究表明,基于问题范围的界定,坚持以计划机制解决计划范围内的问题,以市场机制解决市场范围内的问题,是当前双轨制协调运行的关键,也是电力市场稳定发展的基础。In the dual track operation of China's power planning and market,there co-exist various mechanisms such as the prioritized power generation and purchase,power purchase through agents,market-oriented transaction.It is important to study their specific implementation strategies for the coexistence of planning and market.To realize the smooth transition from planning to market system,an idea of classification and coordination between planning and market is adapted.Key issues are systematically analyzed,including power balance,electricity balance,revenue and expenditure balance,the realization of the related strategic objectives and the adequacy of power generation;key implementation strategies are put forward to ensure the coordinated operation of multiple mechanisms.Finally,they are illustrated by a real-world case.The research shows that,based on the scope of problems,persistently using the planning mechanisms to solve the problems within the planning scope and the market mechanisms to solve the problems within the market scope is important for both the coordinated operation of planning and market systems,and the stable and orderly development of electricity market.
