排放权交易机制有效吗?——以二氧化硫交易试点为例

摘　　要：探究排污权交易机制的经验有助于我们在“碳达峰”和“碳中和”的减排工作中设计出高效的碳排放权交易机制。对此,本文以2007年开始试点的二氧化硫排污权交易机制为例,采用省际面板数据,通过双重差分法研究了二氧化硫排污权交易机制的政策效应。研究结果显示:相比未试点的省份,二氧化硫排放权交易机制显著降低了试点省份的二氧化硫排放强度。本文的研究有利于推动排放权交易机制改革,促进节能减排。The experience of exploring emission trading mechanism can help us to design efficient carbon emission trading mechanism in“carbon peak”and“carbon neutral”emission reduction work. Therefore, this paper takes the sulfur dioxide emission trading mechanism, which has been piloted since 2007, as an example, uses inter-provincial panel data, and studies the policy effect of the sulfur dioxide emission trading mechanism through differential difference method. The results show that the sulfur dioxide emission intensity of the pilot provinces is significantly reduced by the sulfur dioxide emission trading mechanism compared with the provinces that have not been piloted. This study is conducive to promoting the reform of emission trading mechanism and promoting energy conservation and emission reduction.
