关于欧洲能源困局的思考与启示

摘　　要：欧洲能源困局形成原因是多方面的,但主要是其激进的减排政策与较高的传统能源消费之间的不匹配,以及对俄罗斯油气的高度依赖,最终在化石能源价格暴涨、重启高碳能源保供、高价寻求缺口替代等方面,暴露其能源供应的脆弱性。分析欧洲能源困局形成原因,研究欧洲摆脱对俄罗斯能源依赖的可能性,对中国能源发展具有很强的借鉴意义。要增强中国能源安全供应的自信心,避免过分宣传保供压力带来的能源外交被动;要从合作对象、机制、领域三方面入手,加强长期稳定的国际能源合作;短期要继续稳住传统能源保供地位,中长期要有序推进能源结构调整,稳扎稳打布局新能源业务,最终实现能源独立。There are many reasons for Europe’s energy dilemma,but the main are the mismatch between its aggressive emission reduction policies and its high traditional energy consumption as well as its high dependence on Russian oil and gas,which eventually exposed the vulnerability of its energy supply in terms of skyrocketing fossil energy prices,the resumption of high-carbon energy supply,and the search for alternatives at high prices.The paper analyzes the causes of energy dilemma in Europe and studies the possibility of Europe getting rid of energy dependence on Russia,which has strong reference for China’s energy development.China should strengthen its confidence in the security of energy supply,avoid the passivity of energy diplomacy caused by over-publicizing the pressure to secure energy supply,strengthen long-term and stable international energy cooperation by focusing on the cooperators,mechanisms,and areas of cooperation.In the short term,it will continue to play the role of traditional energy suppliers and will orderly advance the adjustment of the energy structure,steadily expand new energy businesses,and eventually achieve energy independence in the medium and long term.
