摘　　要：阿联酋强调包容平等,着力提升民众幸福感,积极借助外部力量推动科技创新,打造包容文化治理模式。同时,包容文化深刻影响着阿联酋对外油气合作。阿布扎比国家石油公司(ADNOC)在对外合作中采用多股东模式,保证项目的稳定和长远发展,实现股东利益和收益多赢;通过多种方式引进外国高端人才和技术,利用国际资源提升经营水平;坚持服务国家能源转型战略,积极加强国际合作;以创业思维管理公司,进行多元化投资;打造多元和包容的经营环境,最终提高本土企业的经营水平和参与度。阿联酋以包容文化为核心的对外合作模式,对中阿油气合作起到了重要推动作用。未来,参与阿联酋油气合作,应充分利用和学习好该国油气行业资产领导者机制,进一步提升多方共赢的合作格局,尊重彼此利益,讲好中国故事。The UAE emphasizes inclusiveness and equality,strives to increase the happiness of its people,actively harnesses external forces to promote scientific and technological innovation,and builds an inclusive cultural governance model.At the same time,the inclusive culture has had a profound impact on the UAE’s foreign oil and gas cooperation.As the national oil company of the United Arab Emirates,Abu Dhabi National Oil Company(ADNOC) adopts the multi-shareholder mode in foreign cooperation to ensure projects stability and ling-term development and achieve multi-win of shareholders’ benefits and interests,introduces foreign high-end talents and technologies in various ways,utilizes international resources to improve the level of operation.It adheres to the national energy transition strategy,actively strengthens international cooperation,uses entrepreneurial thinking to manage the company and diversify investment,promotes a diverse and inclusive business environment,and ultimately improves the level of management and participation of local enterprises.The UAE’s foreign cooperation model with an inclusive culture as its core has played an important role in promoting China-UAE oil and gas cooperation.In the future,we should make full use of and learn from the asset leadership mechanism of the UAE’s oil and gas industry,further enhance the win-win cooperation pattern,respect each other’s interests,and tell China’s story to the world.
