大城市流动摊贩疏导区的演变类型与机制研究——以广州为例

摘　　要：在后疫情时期就业压力剧增的背景下,地摊经济治理成为城市规划和管理研究的热点。广州在2010年实施的疏导区政策是城市摊贩治理的创新实践,实现了空间秩序与民生就业的平衡,但广州疏导区面临着数量萎缩和形式重构的问题。针对这个问题,对疏导区的演变状态和机制开展了研究。研究发现,疏导区存在多种发展状态,包括夭折型、衰落型、存续型和升级型等4类疏导区。某一类型的疏导区可能转变为另一类型的疏导区,发生转变的原因主要在于外部环境变化与内部经营因素对疏导区的存在价值和经营效益产生了影响。分析了每类疏导区产生的主要原因,并从兼顾发展和社会公平的角度探讨了疏导区规划和建设的政策启示。In the context of increasing employment pressure in the post-epidemic period,the governance of street vending has become a hot issue in urban planning and management research.The permitted vending place policy implemented in Guangzhou since 2010 is an innovative practice of governance for urban vendors,which balances urban spatial order and poor people's employment needs.This paper examines the development state and evolution mechanism of permitted vending places,which have seen a shrinking and reconfiguration in the last decade.It is found that the development state of permited vending places is unstable.Four types of permitted vending places were revealed,which are in the state of abolishment,declining,persistence,and upgrading.The development of each type of permitted vending place is dynamic as one type may be transformed into another one.The reason leading to the transformation of permitted vending places derives from the impacts of external environment and internal operational factors on the existence value and business profit of permitted vending places.The paper explains main reasons for the emergence of each type of permitted vending place and discusses policy implications for the planning and construction of permitted vending places from the perspective of considering both development and social equity.
