摘　　要：应急情况之下,警察权作为重要的国家力量发挥着不可替代的作用。在维护社会秩序和公共安全、打击犯罪之外,协助卫生机构进行防疫只是警察权的特定职权,必须限定在法定范围之内,任何越权都有可能侵犯公民权利。同时,应急情况之下紧急求助需要警察的危难救助,这需要新的立法赋予警察以职权,这也是警察权从管理走向服务的重要一步。In emergency situations, police power plays an irreplaceable role as an important state force. In addition to maintaining social order and public safety and fighting crime, assisting health institutions in epidemic prevention is only a specific competence of police power, which must be limited to the statutory scope, and any overstepping of the authority may infringe on the rights of citizens. At the same time, emergency assistance in emergency situations requires police assistance in distress, which requires new legislation to empower the police, and this is an important step in moving from management to service.
