摘　　要：【目的/意义】将双链区块链技术纳入突发公共卫生事件信息共享研究范畴对推进我国突发公共卫生管理体系和能力现代化建设具有重要价值。【方法/过程】通过深入分析双链区块链融入突发公共卫生事件信息共享的赋能机理,从数据存储层、网络共识层、智能合约层和服务应用层四方面构建了基于双链区块链赋能的突发公共卫生事件信息共享模型,并以疫情下某医疗机构信息共享为例分析其运行机理,最后分析了其面临的挑战风险。【结果/结论】本研究为解决突发公共卫生事件信息共享难题、提升我国疫情防控应急管理水平提供了一定的理论基础支撑和科学决策支持。【创新/局限】本研究结合双链区块链和突发公共卫生事件信息共享之间的天然耦合性,提供了双链区块链赋能突发公共卫生事件信息共享的全新视角,但缺乏具体的实际案例进行分析。【Purpose/significance】Incorporating the double-chain blockchain technology into the research scope of public health emergencies information sharing is of great value to promoting the modernization of my country’s public health emergency management system and capacity.【Method/process】Through in-depth analysis of the enabling mechanism of the integration of the dual-chain blockchain into the information sharing of public health emergencies,a dual-chain blockchain-based blockchain is constructed from four aspects:data storage layer,network consensus layer,smart contract layer and service application layer.The public health emergency information sharing model empowered by blockchain,and taking the information sharing of a medical institution under the epidemic situation as an example to analyze its operation mechanism,and finally analyze the challenges and risks it faces.【Result/conclusion】This study provides a certain theoretical basis and scientific decision support for solving the problem of information sharing of public health emergencies and improving the level of emergency management of epidemic prevention and control in my country.【Innovation/limitations】This study combines the natural coupling between the double-chain blockchain and public health emergency information sharing to provide a new perspective on the dual-chain blockchain enabling public health emergency information sharing,but lacks specific analysis of actual cases.
