摘　　要：中美城市青少年网络犯罪时空分布具有一定规律性。此类犯罪在中观层面随时间发展日益严峻,整体呈现出从沿海地区向内陆地区、从经济发达地区向落后地区递减的趋势。在微观层面,该类犯罪通常具有持续性和稳定性,少数具有择时性,呈现出线上聚集、线下分散、选择空间规训盲点等特点。中美两国针对青少年网络犯罪均采取多样化的具体防控举措,积极实现多元主体参与,取得了较为显著的犯罪治理效果。当前,我国在防范青少年网络欺凌行为方面缺乏有效举措,校园网络伦理道德教育尚未纳入现有教育教学内容体系之中,少年警务工作方兴未艾、仍需进一步发展完善。我国需要紧密结合网络犯罪时空分布规律,对该类犯罪传统防范措施加以改进:建立预警机制,整合社会资源,探索公共治理方式;调动多元主体,加强社会治理,强化青少年与社会主流文化的联系;引导青少年不断提高自控能力,以内驱力预防网络犯罪。The temporal and spatial distribution of urban juvenile cybercrime in China and the United States has a certain regularity.At the meso level,such crimes have become increasingly serious over time,with an overall trend of decreasing from coastal to inland areas and from economically developed to backward regions.At the micro level,this type of crime is usually persistent and stable,and a few are time-selective,showing characteristics such as online aggregation,offline dispersion and the selection of blind spots for spatial regulation.Both China and the United States have adopted a variety of specific prevention and control measures for juvenile cybercrime,actively involving multiple actors and achieving relatively significant crime management results.At present,China lacks effective measures to prevent cyberbullying among youth,and education on school cyberethics has not yet been incorporated into the existing education and teaching system,while juvenile policing in China is still in its infancy and still needs further development.We need to improve the traditional preventive measures against cybercrime by taking into account the spatial and temporal distribution of such crimes.That is to say,the establishment of an early warning mechanism to integrate social resources to explore public governance,the mobilisation of multiple actors and the strengthening of social control to strengthen the link between young people and the mainstream culture of society,as well as to guide young people to continuously improve their selfcontrol in order to prevent cybercrime with internal motivation.
