摘　　要：为提高区域气象防灾减灾能力,满足政府决策需求,加强黄河河流域(三门峡段)联防,开发电脑、手机版的区域气象灾害智慧联防平台。该系统包括区域联防成员单位实时数据监控、外部门信息叠加、服务产品制作、多渠道预警、快速叫应精准联动。平台集聚上下游、左右岸精密监测数据,为流域业务人员灾害性天气预报精准提供数据支撑,平台融合多部门资源直观显示快速叫应实现精细服务。该程序操作简便,可有效提高工作效率,保障黄河流域金三角区域精准高效联防联动。该程序系统拟采用Python、WXML、CSS、JavaScript编程语言,后端支撑系统采用Python编程语言开发,进行数据加工处理,API接口开发采用Django框架进行接口的逻辑和权限认证。In order to improve the regional meteorological disaster prevention and mitigation capacity,meet the demand of government decision-making,strengthen Huang Hehe basin(sanmenxia section),the development of the computer,mobile phone version of the regional meteorological disaster zone wisdom platform,the system includes zone member of real-time data monitoring,outside of superposition of information,services,products production,multi-channel warning,quick call should be accurate linkage.The platform gathers precise monitoring data of upstream and downstream,left and right banks to provide accurate data support for disaster weather forecast for watershed business personnel.The platform integrates resources from multiple departments to intuitively display rapid call response to achieve precise services.The procedure is simple to operate,effectively improves work efficiency,and ensures accurate and efficient joint prevention and control in the Golden Triangle region of the Yellow River Basin.This program system plans to use Python,WXML,CsS,JavaScript programming language,back-end support system uses Python programming language development,data processing,API interface development uses Django framework for interface logic and authority authentication.
