城镇化驱动乡村重构的机制分析——以江浙地区为例

摘　　要：基于2011—2019年江浙地区93个县市的社会经济统计数据以及地理遥感等数据,文章运用双向固定效应模型检验了江浙地区城镇化驱动乡村重构的效应,发现城镇化有效驱动了乡村经济重构以及空间重构,但并未显著推动社会重构。机制分析发现:(1)城镇化有力推动了县域乡村人口实现非农就业。人口城镇化在长期中缩小了城乡差距,并提升了乡村居民消费水平与金融素养,有利于乡村居民生活水平的提升与生活观念的改变。(2)产业城镇化促进了县域乡村产业结构的转型升级,推动了乡村产业结构的有序演进。(3)土地城镇化并没有引起土地快速扩张的失衡,相反,土地城镇化显著促进了乡村农业生产与土地利用的高效化,强化了地方政府的财政收支能力,促进了乡村公共服务水平的提升。在人口—产业—土地城镇化的综合作用下,江浙地区城乡融合进程不断加快,乡村进入了全方位、多角度、深层次的重构。未来,要积极构建新型城乡关系,协同推进乡村振兴与新型城镇化战略。Based on socioeconomic statistics and geographic remote sensing data of 93 counties in Jiangsu and Zhejiang provinces from 2011 to 2019,a two-way fixed-effects model was applied to examine the effect of urbanization-driven rural restructuring in the area,and it was found that urbanization effectively drove rural economic restructuring as well as spatial restructuring but did not significantly promote social restructuring.Further,the mechanism analysis reveals that(1)comprehensive urbanization has strongly driven the rural population in the county to achieve non-agriculturization employment.(2)Population urbanization has narrowed the urban-rural gap in the long run and improved rural residents'consumption level and financial literacy,which is conducive to the improvement of rural residents'living standards and changes in their living concepts.(3)Industrial urbanization promotes the transformation and upgrading of the county's rural industrial structure and the orderly evolution of the rural industrial structure.(4)Land urbanization does not cause the imbalance of rapid land expansion;moreover,land urbanization significantly promotes the efficiency of rural agricultural production and land use,strengthens the financial revenue and expenditure capacity of local governments,and promotes the improvement of public service level in rural.Under the combined effect of population-industry-land urbanization,the process of urban-rural integration in Jiangsu and Zhejiang provinces has been accelerated,and the rural has entered into an all-round,multi-faceted and deep-level restructuring.In the future,it is necessary to actively build a new type of urban-rural relationship and synergistically promote rural revitalization and new urbanization.
