摘 要:生态环境标准是生态环境管理的基础手段,也是新污染物治理的重要技术支撑。目前,我国生态环境标准体系建设取得重要进展,但在支撑新污染物治理方面尚未形成完整的标准体系。本文系统梳理了现行新污染物治理相关的强制性生态环境标准、监测标准和管理技术规范等标准的发展现状,分析存在的不足,提出加强新污染物调查评估技术方法标准、监测标准、排放管控标准和相关基础标准制修订等下一步发展建议。Eco-Environmental standards are the basic means of eco-environmental management and important technical supporting foundations for the control of new pollutants.At present,important progress has been made in the construction of eco-environmental standard system in China,but a complete standard system has not yet been formed to support the control of new pollutants.This paper systematically sorts out the development status of the current mandatory eco-environment standards,monitoring standards and management technical specifications related to the control of new pollutants,analyzes the existing shortcomings,and puts forward suggestions for strengthening the establishment and revision of technical methods standards for investigation and assessment,monitoring standards,emission control standards and related basic standards of new pollutants.
