庆阳市域内油气钻采作业所致环境污染问题探析

摘　　要：庆阳市在保障国家能源安全和生态安全战略格局中具有重要地位。长期以来,油气钻采作业给庆阳市原本脆弱的生态环境带来了巨大的挑战。通过分析2018—2022年庆阳市环境保护局行政处罚中油气钻采作业相关违法案件,结果表明庆阳市域内油气钻采作业所致环境污染问题主要有伴生气未全部回收利用,采出水超标回注,钻井泥浆、含油废水和含油污泥下渗污染土壤,危险废物处理处置、储运不规范,对于环境管理制度不落实等,最后针对庆阳市域内油气钻采作业所致环境污染问题提出了整改建议,以期为庆阳市实现高质量发展提供有益借鉴。Qingyang City plays an important role in ensuring national energy security and ecological security strategy.For a long time,oil and gas drilling operations have brought great challenges to the originally fragile ecological environment of Qingyang City.Through the analysis of the illegal cases related to oil and gas drilling in the administrative punishment of Qingyang Environmental Protection Bureau from 2018 to 2022,the results show that the environmental pollution problems caused by oil and gas drilling operations in Qingyang City mainly include not all recovery of associated gas,excessive produced water reinjection,drilling mud,oily wastewater and oily sludge infiltration and pollution of soil.The treatment and disposal of hazardous wastes,storage and transportation are not standardized,and the environmental management system is not implemented.Finally,the author puts forward rectification suggestions for the environmental pollution caused by oil and gas drilling operations in Qingyang City,in order to provide beneficial reference for the realization of highquality development of Qingyang City.
