从语言规划看国家意识形态安全——基于马克思主义语言社会学的分析

摘　　要：语言规划本质上是一个意识形态安全命题。语言规划通常是由国家授权的机构进行的一种有组织的语言活动,主要包括本体规划、地位规划、习得规划、生态规划等。语言本体规划是指对语言内容、形式以及功能等所进行的规范活动,在语言的规范化和标准化培育过程中捍卫语言本体的纯洁与健康,并在语言逻辑层面佐证国家意识形态的合理性。语言地位规划是指对语言用途、功能以及地位等所进行的配置活动,在选择通用语言、维持民族语言、修正地方语言以及同化外来语言中法定主体的语码态度,从而将国家意识形态的合法性从权力界写入到主体思维域。语言习得规划是指对语言之控制语境、指导语境、人际语境、想象或创新语境等的建构,促使个体逐步褪去自然存在的外衣,逐渐成为自为的社会主体,并以其主体性功能强化对国家意识形态的价值认同。语言生态规划是指对语言生态体进行的认知、调控、变革的活动,探索语言生态系统发展的动力机制和制约机制,建构起平衡和谐的语言生态环境,并且以语言生态安全支撑起国家意识形态的安全。Language planning is essentially an issue of ideological security.Language planning is usually an organized language activity carried out by institutions authorized by the state,mainly including ontology planning,status plan-ning,acquisition planning,ecological planning,etc.Language ontology planning refers to the normative activities of language content,form and function,safeguarding the purity and health of language ontology in the process of lan-guage standardization and standardization cultivation,and proving the rationality of national ideology at the level of language logic.Language status planning refers to the allocation of language uses,functions and status,the code atti-tude of legal subjects in the selection of common languages,the maintenance of national languages,the revision of lo-cal languages and the assimilation of foreign languages,so as to write the legitimacy of national ideology into the sub-ject's thinking field from the power field.Language acquisition planning refers to the construction of language control context,guidance context,interpersonal context,imagination or innovation context,which makes individuals gradu-ally take off the cloak of natural existence,gradually become self-made social subjects,and strengthen the value iden-tification of national ideology with its subjective function.Language ecological planning refers to the activities of cog-nition,regulation and reform of the language ecosystem,exploring the dynamic mechanism and restriction mechanism of the development of the language ecosystem,building a balanced and harmonious language ecological en-vironment,and supporting the security of national ideology with the language ecological security.
