摘 要:为了掌握小流域水沙污协同治理协调状况,以颍河源区小流域为例,构建了水源管理、泥沙与水土流失治理、面源污染防治3个子系统的协同治理指标体系,基于耦合协调度模型对其2006、2009、2012、2015、2018年之间的协同效应开展研究。结果表明:小流域水沙污系统内各指标对耦合系统的作用差异显著;3个子系统之间存在着相互影响、相互制约的耦合关系,使得耦合系统的综合评估指数呈现出“下降—上升—缓慢下降—上升”的变化趋势;耦合系统的耦合度、耦合协调度的变化趋势基本一致,除2009、2015年有所降低外,基本上呈缓慢上升态势;耦合度除2006、2009年低于0.8外,其他年份均在0.8以上,说明这3个子系统的耦合水平较高,使得耦合系统的协调程度由中级缓慢上升到高级再到优质,有利于其生态清洁治理工作的深入开展。因此,依靠科技进步、大力发展节水农业,降低化肥农药施用量、改善土地利用结构、减少人为水土流失,提高水质达标率、污水处理率,将有利于增加该流域水沙污协同治理的耦合协调度。To master the coordination situation of the collaborative governance of water resources,sediment and pollution in small watershed,the index system was constructed from subsystems of water management,sediment and soil erosion control,and non-point source pollution prevention and control with the small watershed in Ying River source area as the example,and the coupling coordination degree model was adopted to study the synergistic effect of the three subsystems in 2006,2009,2012,2015 and 2018.The results showed that there was significant difference of the effect of each index from the three subsystems on the coupling system;and there was a coupling relationship of mutual influence and restriction among the three subsystems,which made the comprehensive evaluation index of the coupled system show a changing trend of‘decliningrising-slowly declining—rising’.The variation trend of coupling degree and coupling coordination degree were basically the same,except the decrease in 2009 and 2015,it basically showed a slowly rising trend.The coupling degree was lower than 0.8 in 2006 and 2009,but above 0.8 in other years,indicating that the coupling level of the three subsystems was relatively high,which made the coordination degree of the coupling system rise slowly from intermediate to advanced and then to high quality,which was conducive to the in-depth development of ecological clean governance in the watershed.Therefore,it would be beneficial to increasing the synergistic control level of water resources,sediment and pollution in this area by relying on scientific and technological progress,vigorously developing water-saving agriculture,reducing the application amount of chemical fertilizer and pesticide,improving land use structure,reducing man-made soil and water loss,and increasing the rate of water quality and sewage treatment.
