新时代中医药治理的人民性及其实践路径

摘　　要：人民性是中医药工作的根本属性和基本遵循,是中医药治理的基本立场。系统概括新时代中医药治理人民性六个方面的科学内涵,即实现人民至上、人民健康、人民认同、人民满意、人民获得和保障人民权益,并对中医药治理人民性研究的重要意义进行了概括总结。在此基础上,从加强党的领导、中医药传承创新发展、中医药协同治理、构建公共服务体系、弘扬中医药文化、高素质中医药人才队伍建设、中医药监督保障体系建设七个方面,提出推进中医药治理人民性的实践路径。Affinity to the people is the fundamental nature and rule of traditional Chinese medicine(TCM)work,as well as the basic standpoint in the governance of TCM.This paper systematically summarized the scientific connotation of affinity to the people in TCM governance in new era as six aspects,namely putting people supremacy,focusing on people’s health,promoting people’s identity,ensuring people’s satisfaction,guaranteeing people’s sense of gain,and protecting people’s rights and interests,and discussed the significance of research on affinity to the people in TCM governance.To promote the practice path of affinity to the people in TCM governance,suggestions have been provided from the seven aspects including the strengthening of Party’s leadership,the inheritance and innovation of TCM,the collaborative governance of TCM,the construction of a public service system,the promotion of TCM culture,the construction of high-level TCM talent team,and the construction of a TCM supervision and guarantee system.
