摘　　要：在海南自贸港建设深入推进的背景下,党中央和国务院对海南社会治理提出了明确的目标和要求。社区是社会治理的基本单元,是宏观社会的缩影,其治理状况直接影响社会治理的成效。通过对海南省5个市县的60个居委会实施问卷调查和实地访谈发现,海南居委会在社区治理过程中面临基本要素存在短板、治理体制机制不完善、居民参与度低等困境,应补齐自身短板,完善治理体制机制,践行以居民为本的理念,提升社区治理能力和水平,推进海南社区治理体系和治理能力现代化。In the context of the in-depth promotion of the construction of Hainan Free Trade Port,the Central Committee of the CPC and the State Council have put forward clear goals and requirements for the social governance in Hainan.The community is the basic unit of social governance,a microcosm of the macro society,and its governance status directly affects the effectiveness of social governance.Through questionnaires and interviews with neighborhood committees in five cities and counties in Hainan Province,it was found that neighborhood committees face difficulties in the process of community governance,such as shortcomings of their own,imperfect governance system and mechanism and low participation of residents.Hainan should break the dilemma by making up for the shortcomings of the neighborhood committee itself,improving the community governance system and mechanism of the neighborhood committee,practicing the resident-oriented concept,etc.Therefore,it is to improve the community governance capacity and level of the neighborhood committee and promote the modernization of Hainan’s community governance system and governance capacity.
