海南省天然橡胶边境保护和产业支持政策研究

摘　　要：天然橡胶作为战略物资,在我国对外贸易谈判中一直属于敏感商品,国产天然橡胶在我国天然橡胶有效供应体系中发挥着“压舱石”作用。研究发现:相较于棉花、糖料蔗等重要农产品,天然橡胶产业支持政策体系还不完善;天然橡胶关税并不必然导致国内橡胶制品企业的困境,下游行业将焦点过于集中到关税议题上,不恰当地通过复合橡胶、混合橡胶来避免天然橡胶进口关税;当前天然橡胶边境保护政策对国内产业的保护依然有效,尤其是对海南产区。建议全面将天然橡胶纳入中央和地方农业支持政策体系,海南省重点从金融、要素供给、人才、科技创新、园区建设等促进全产业链发展,建立贸易损失评估和应对机制。As a strategical raw material,natural rubber has always been a sensitive commodity in the international trade negotiations of China and the domestic industry plays a vital important role in effectual supply system.This paper finds that the supporting policy system for natural rubber is not complete comparing with cotton,sugarcane and other important agricultural products;the inport tariff of natural rubber does not necessarily lead to the dilemma of domestic rubber manufacturers,which have paid too much attention to tariff issues and take the compounded and mixed rubber as the tax avoidance;the current border protection policy for natural rubber is still efficient especially for producers in Hainan.It suggests that natural rubber should be covered by the agricultural policy system at central and local levels,and governments in Hainan can promote the whole-chain development of natural rubber mainly from prospects from finance,factor supply,talent,scientific and technological innovation,and industrial park.In addition,the loss evaluation and copping mechanism of natural rubber trade should be established.
