摘　　要：通过田野调查,运用社会资本理论中“社会信任、社会规范、社会网络”为分析框架,以福建省N市NY镇青年义务消防应急救援队为研究对象,探讨社会资本对农村社会激励机制与农村专业组织发展的影响。义务消防应急救援队作为一类特殊的社会组织,承载了个人与政府的信任,以规范的制度与融洽的组织内部环境,构成了村民参与治理的组织基础。其具体的治理过程是将所积累的社会资本参与到治理实践,辐射到整个农村范围,在治理过程中构建规范,从而赢得信任,并形成新的社会资本以致善治的效果。同时,社会组织应提升信任水平、鼓励村民参与、完善制度规范,促进有序发展、拓展社会网络,形成社会激励进而实现多元协同的社会组织治理新路径。Using the social capital theory of“social trust,social norms and social networks”as the analytical framework,and taking the NY town youth volunteer fire brigade as the research object,this paper explores the influence of social capital on rural social incentives and the development of specialized rural organizations.As a special social organization,the voluntary fire brigade carries the trust of individuals and the government,and forms the organizational basis for villagers to participate in governance with a standardized system and a harmonious internal environment of the organization.The specific process of governance is to put the accumulated social capital into the entire rural governance practice,establishing norms in the process of governance to gain trust and form new social capital to achieve the effect of good governance in rural areas.Social organizations should enhance their level of trust,encourage villagers to participate,improve institutional norms,promote orderly development,expand social networks,and form social incentives to achieve e a new path of social organization governance with multiple synergies.
