摘  要:为克服乐观视角评价问题的片面性,首先从悲观视角出发,构建基于悲观视角的改进交叉效率模型,然后综合乐观和悲观交叉效率模型对中国31个省市区的科技创新资源配置效率进行研究,利用综合交叉效率得分作为对31个省市区的科技创新资源进行配置的依据,并深入分析了区域内部和外部省份科技创新能力的差异及其产生的根源,最后对改善区域省份科技创新能力提出政策性建议。In order to overcome the one-sidedness of the evaluation problem from an optimistic perspective,it firstly started from pessimistic perspective,constructs improved cross-efficiency models in this paper based on pessimistic perspective,and then combined the optimistic and pessimistic cross-efficiency models to study the resource allocation efficiencies of scientific and technological innovation in 31 provinces and municipalities in China.Using the comprehensive cross-efficiencies scores as the basis for the allocation of scientific and technological innovation resources in 31 provinces and municipalities,and in-depth analysis of the differences in the scientific and technological innovation capabilities of the internal and external provinces and their causes,it finally put forward some suggestions for improving the scientific and technological innovation capabilities of the regional provinces.
