摘　　要：推行科技特派员制度,鼓励并支持科技特派员走向农村经济建设一线战场,已成为促进农民增收、加快乡村振兴和脱贫攻坚的重要途径。以辽宁为例,阐述新时代对科技特派员的新要求和科技特派工作面临的新挑战,介绍全省农村科技特派工作的新进展和新问题,从建立标准化规范化科技特派员培训体系、办好科技特派员培训班等4个方面提出提升科技特派员能力与素质的对策。Implementing the system of science and technology commissioners and encouraging and supporting science and technology commissioners to work in the front line of rural economic construction has become an important way to increase farmers'income,accelerate rural revitalization and fight poverty.This paper expounds the new requirements for science and technology commissioners in the new era and the new challenges faced by science and technology commissioners.Taking Liaoning as an example,this paper introduces the new progress and new problems of science and technology commissioners of Liaoning Province in rural areas,and puts forward some countermeasures to improve the ability and quality of science and technology commissioners from the following four aspects such as establishing a standardized training system for science and technology commissioners and running training courses well.
