禀赋差异视阈下小农户参与农业基础设施治理的行为分析

摘　　要：基于农业基础设施治理短板问题,聚焦小农户与现代农业的内在关联,通过构建“禀赋差异—治理行为”经济逻辑,从制度禀赋和主体禀赋两个方面,分析其影响小农户参与农业基础设施治理行为态度和行为意愿的路径。依据来自湖南976个微观样本数据,利用SEM模型展开实证研究。研究表明,要补齐农业基础设施短板,治理过程需要因地制宜;实现治理结构组织化,推动政务服务向农村集体经济组织延伸的同时,实现政府与乡村民间组织共建、共管、共治,从而提升小农户的生产能力与治理能力;重点抓住非正式制度在新时代乡村社会治理中起到的重要作用,发挥“新乡贤”等治理精英的影响力,调动小农户的治理积极性,增强集体意识、实现集体行动。Based on the shortcomings of agricultural infrastructure governance,focusing on the internal connection between small farmers and modern agriculture,the economic logic of'endowment differencegovernance behavior'was constructed,its impact on small holder farmers'participation in agricultural infrastructure from institutional endowment and subject endowment,and explores the path of facility governance behavior attitude and behavior willingness.Based on 976 micro-sample data from Hunan Province,the empirical research was carried out by using SEM(structural equation modeling).Looking at the essence through the phenomenon,it was considered that the first was to make up for the shortcomings of agricultural infrastructure,and the governance process needed to adapt to local conditions;secondly,the organization of governance structure should be realized,the extension of government services should be promoted to benefit rural collective economic organizations,and the co-construction,co-management and co-governance between the government and rural non-governmental organizations should be realized,so as to improve the production capacity and governance capacity of small farmers;thirdly,focused on the important role played by informal institutions in rural social governance in the new era,gave play to the influence of'Xinxiang Xian'and other governance elites,mobilized the governance enthusiasm of small farmers,enhanced collective awareness and realized collective action.
