乡村体育旅游发展中村民边缘化的问题审视、破解思路与路径构建

摘　　要：大力发展乡村体育旅游是实施乡村振兴战略的重要抓手。村民是乡村体育旅游产业发展的应然受益主体,由于主体能力不足、主体地位缺失和主体利益被剥夺,在乡村体育旅游发展中逐渐趋于边缘化,有违乡村振兴“坚持农民主体地位”的基本原则。利用新型集体经济模式发展乡村体育旅游,有利于解决村民边缘化问题,其思路在于:激活乡村资源要素,解决经济外部性问题;提升乡村组织能力,拓展村民增收渠道。以新型集体经济发展乡村体育旅游,关键在于构建共建、共治、共享的乡村体育旅游治理格局:通过资源共建厚植乡村体育旅游的发展根基,依托协同共治提升乡村体育旅游的治理效能,利用成果共享调节乡村体育旅游的利益分配。The development of rural sports tourism is an important means to carry out the strategy of rural revitalization.Villagers are beneficiaries of the development of the rural sports tourism industry,gradually marginalized because of the lack of the subject ability,subject status and the deprivation of the subject benefit,which is against the basic principle of“insisting on the main status of farmers”in rural revitalization.The development of rural sports tourism with new collective economy is beneficial to solve the problem of villagers’marginalization,which aims to activate rural resource elements,solve the external problems of economy;to enhance the organizational capacity of villages,and expand the channels for villagers to increase income.The key to developing rural sports tourism with new collective economy is to construct the governance pattern of rural sports tourism with“common construction,governance and sharing”,which means to consolidate the development foundation of rural sports tourism through resource joint construction;to rely on co-governance to improve the governance efficiency of rural sports tourism;to use interests sharing to adjust the benefit distribution of rural sports tourism.
