德国高等教育促进可持续发展的政策实践研究——以《国家行动计划》为例

摘　　要：作为德国第一个全面可持续发展教育战略,《国家行动计划》对德国的可持续发展进程有着重要意义。通过介绍这一政策实施的组织结构和关键手段,以及对高等教育领域提出的目标和具体实践方式,探究德国是如何在政策和实践层面实现可持续发展的要求。在此基础上,总结《国家行动计划》的五个实施特点:政策体系完善、组织结构完备、保障机制健全、实践途径多样、参与主体多元。As the first comprehensive educational strategy for sustainable development in Germany,the National Action Plan is of great significance for the sustainable development process in Germany.By introducing the organizational structure and key instruments for the implementation of this policy,as well as the goals and concrete practical approaches proposed for the field of higher education,this paper explores how Germany has achieved the requirements of sustainable development at the policy and practical levels.On this basis,five implementation features of the National Action Plan are summarized:well-developed policy system,complete organizational structure,perfect guarantee mechanism,diversified practical approaches and multiple participating parties.
