粮食最低收购价与市场价关系的实证分析——以稻谷为例

摘　　要：粮食最低收购价格与市场价格是影响我国粮食安全和农民收入的两个重要因素,为进一步探究两者的关系,以稻谷为例,通过实证研究发现,最低收购价与市场价存在显著的因果关系。结果表明:从长期看,粮食最低收购价格与市场价格具有长期均衡关系,稳定调减最低收购价格对于推进粮食市场价格形成机制改革具有重要意义。从短期看,市场价格对于最低收购价格的影响要大于最低收购价对市场价格的影响,且最低收购价格对市场价的影响存在品种上的差异,粳稻最低收购价格对市场价的影响明显大于早籼稻和中籼稻最低收购价格对市场价的影响。基于上述结论,提出了相应的政策建议。Grain minimum purchase price and market price are two important factors affecting food security and farmers’income in China.To further explore the relationship between them,this paper takes rice as an example and finds through empirical research that there is a significant causal relationship between minimum purchase price and market price.The results showed that:In the long run,the minimum purchase price of grain has a long-term equilibrium relationship with the market price,and the stable reduction of the minimum purchase price is important to promote the reform of the grain market price formation mechanism.In the short run,the impact of market price on minimum purchase price is greater than the impact of minimum purchase price on market price,and there are species differences in the impact of minimum purchase price on market price,with the impact of minimum purchase price on market price of japonica rice significantly greater than the impact of minimum purchase price on market price of early indica rice and medium indica rice.Based on the above findings,corresponding policy recommendations are proposed.
