摘　　要：农业生产托管服务是一种实现土地规模化经营的有效手段,也是实现我国农业现代化的重要途径。农业生产托管服务的实施,在统筹小农经济要素,发挥农业规模化效益;保护农民土地产权,保持土地政策的稳定性;促进富余劳动力转移,增加其他非农收入;促进专业化分工协作,吸引外部资本注入等方面具有重要意义。结合农业生产托管服务发展现状以及实践调查发现,现阶段农业生产托管在实践中仍存在诸多发展困境,严重制约了农业生产托管服务模式发展,并针对存在的困境,提出了以下对策建议:持续壮大托管组织,积极发挥示范效应;积极完善相关制度,营造良好的政策环境;引导劳动力再就业,增加农业增收渠道;加强公共设施建设,大力引导资本下乡。Agricultural production trusteeship service is not only an effective means to realize large-scale land management,but also an important way to realize China’s agricultural modernization.The implementation of agricultural production trusteeship service is to coordinate the economic factors of small-scale farmers and give full play to the benefits of large-scale agriculture;protect farmers’land property rights and maintain the stability of land policy;promote the transfer of surplus labor force and increase other non-agricultural income;it is of great significance to promote professional division of labor and cooperation and attract external capital injection.Combined with the current development situation and practical investigation of agricultural production trusteeship,this paper finds that there are still many development difficulties in the practice of agricultural production trusteeship at this stage,which seriously restricts the development of agricultural production trusteeship service mode.In view of the existing difficulties,this paper puts forward the following countermeasures and suggestions:Continue to expand the trusteeship organization and give full play to the demonstration effect;actively improve relevant systems and create a good policy environment;guide the reemployment of labor force and increase the channels of increasing agricultural income;strengthen the construction of public facilities and vigorously guide capital to the countryside.
