摘　　要：出租车行业管理和发展方向对出租车市场秩序稳定,满足居民出行需求具有重要意义。然而,长春市出租车管理中仍然存在一些问题,同时面临着“互联网+”新业态的挑战。总结北京、上海等主要城市的出租车管理模式和经验,从特许经营、监管、准入等方面分析长春市出租车管理目前存在的问题,提出完善相关法律、健全监督制度、完善出租车经营准入和退出机制、推动巡游车网约化等优化对策,以期为长春市出租车行业的良性发展提供参考。The characteristics of taxi industry management and its future development direction are of great significance to the stability of taxi market order and the effective meeting of residents’travel needs.But in reality,there are still a series of problems in Changchun taxi management,and it is also facing the challenge of“Internet Plus”new business format.This paper summarizes the taxi management mode and experience of Beijing,Shanghai and other major cities,analyzes the existing problems of Changchun taxi management from franchising,supervision,access,enterprise management and other aspects,and combines the experience of other cities.In order to provide reference for the development of Changchun taxi industry,the author puts forward some improvement strategies,such as perfecting relevant laws,improving operation mode,perfecting supervision system,perfecting taxi operation access and exit mechanism,and promote the development of taxis to the direction of car-hailing service.
