摘  要:基于山东省2012—2018年科技创新投入产出数据,利用DEA-BBC模型和Malmquist指数,分析山东省及各地市科技创新效率的时空演化和主要来源,运用Tobit模型分析山东省科技创新效率的主要影响因素。结果表明,2012—2018年,山东省科技创新效率呈现先上升后持续下降的特征;山东省科技创新效率整体不高,区域差异明显,中部地区科技创新效率较高,并逐步向外围地区扩展;技术进步是全省及各地市科技创新效率的主要来源;劳动者素质、经济发展水平和政府财政支持是影响山东省科技创新效率的显著性因素。Based on the input-output data of science and technology innovation in Shandong Province from 2012 to 2018,using DEA-BBC model and Malmquist index,this paper analyzes the temporal and spatial evolution and main sources of scientific and technological innovation efficiency in Shandong Province and cities,and uses Tobit regression model to analyze the main influencing factors of scientific and technological innovation efficiency in Shandong Province.Results suggest that,from 2012 to 2018,S&T innovation efficiency in Shandong Province increased first and then decreased continuously;S&T innovation efficiency in Shandong Province is relatively low on the whole,with obvious regional differences,and the cities with high efficiency of scientific and technological innovation diffused from the central region of Shandong Province to the peripheral regions;technological progress is the primary source of S&T innovation efficiency of the whole province and its cities;the quality of workers,the level of economic development and government financial support are important factors affecting S&T innovation efficiency in Shandong Province.
