摘　　要：行政过程论视角下的国土空间规划是面向未来塑造空间的新型行政行为,其监督实施不同于传统行政行为。国土空间规划督察作为行政机关的自我克制,在监督国土空间规划编制和实施方面,相较于立法监督和司法监督具有特殊价值。既有国土空间规划督察制度在督察定位、督察范围、督察方式、督察程序、督察问责等方面存在困境。可行的路径是适度提升国土空间规划督察制度的定位,扩展督察适用范围,优化督察方式,完善督察程序,强化督察问责。National territorial spatial planning is a new type of administrative act for shaping space in the future from the perspective of administrative process theory,and its implementation is different from traditional administrative acts.As administrative self-restraint,national territorial spatial planning supervision has special value compared with legislative supervision and judicial supervision in supervising the compilation and implementation of national territorial spatial planning.There are dilemmas in the existing planning supervision system in terms of system positioning,supervision scope,supervision ways,supervision procedures,and s supervision accountability.The feasible path is to moderately upgrade the status of the spatial planning su pervision system,expand the scope of application of the supervision,optimize the supervision ways,improve the supervision procedures,and strengthen the accountability of the su pervision.
