农业产业集聚对农业碳生产率的空间溢出效应——基于财政分权的调节作用

摘　　要：农业碳生产率兼具“保增长”与“促减排”双重属性,是新时期绿色农业发展的核心内容,也是中国实现碳达峰和碳中和的重要方面。文章基于新地理经济学,建立空间面板模型,利用2005—2019年中国31个省份(未包括台湾地区、香港地区和澳门地区)的面板数据,实证研究了农业产业集聚对农业碳生产率的影响,以及财政分权对上述影响的调节作用。结果表明:(1)中国整体和四大地区的农业碳生产率都呈逐年递增的趋势,且存在一定的空间相关性。(2)不考虑控制变量时,农业产业集聚对本地农业碳生产率具有显著的“U”型影响,但不利于周边地区农业碳生产率,考虑控制变量时,农业产业集聚对本地农业碳生产率的影响不显著,但对周边地区农业碳生产率具有显著的倒“U”型影响。(3)农业产业集聚对农业碳生产率的影响在四大地区、不同农业发展水平和不同农业产业集聚水平地区都显著,且存在异质性。(4)财政分权在全国层面会削弱农业产业集聚对农业碳生产率的影响,在农业产业低集聚区(东部和中部地区)以及农业产业高集聚区(西部和东北地区)有异质性的调节作用。因此,要推动农业产业集聚由“数量增加”向“质量提升”转变,充分发挥农业产业集聚对农业碳生产率的促进作用,同时,建立中央与地方财政收支的动态调整机制,适当增加财政支农比重,利用财政资源和手段,推动农业产业合理集聚和提升农业碳生产率,实现农业高质量发展。Agricultural carbon productivity has the dual attributes of‘guaranteeing growth’and‘promoting emission reduction.’It is the core content of green agriculture development in the new era,and also an important aspect of achieving China’s goals of reaching peak carbon emissions and carbon neutrality.Based on new geographic economics,this paper established a spatial panel model and used panel data from 31 provinces(excluding Taiwan,Hong Kong,and Macao)and municipalities in China from 2005 to 2019 to empirically study the agglomeration effects of agricultural industries on agricultural carbon productivity and investigated the moderating effect of fiscal decentralization on the above effects.The main findings were as follows:①The agricultural carbon productivity of China as a whole and that of the four major regions were increasing year by year,and there was a certain spatial correlation.②When the control variables were not considered,the agglomeration of agricultural industries had a significant U-shaped effect on the carbon productivity of local agriculture,but it was not conducive to the agricultural carbon productivity of surrounding areas.When the control variables were considered,the agglomeration of agricultural industries had no significant effect on the carbon productivity of local agriculture.However,it had a significant inverted U-shaped effect on agricultural carbon productivity in surrounding areas.③The effects of agricultural industry agglomeration on agricultural carbon productivity were significant in the four major regions,regions of different agricultural development levels,and regions with different agricultural industry agglomeration levels,and heterogeneity existed in these places.④Fiscal decentralization would weaken the impact of agricultural industrial agglomeration on agricultural carbon productivity at the national level and would have a heterogeneous moderating effect in low agricultural industrial agglomeration regions(eastern and central regions)and high agricultural indust
