摘　　要：制度与文化是反腐倡廉工作的主要防线。为突破腐败治理单一模式的困境,本文尝试构建制度与文化并举的腐败治理双路径模型。这一双路径模型具有“治标”与“治本”相结合、“不敢腐”“不能腐”与“不想腐”相结合、“从严治党”与“自我革命”相结合的实践价值,但也存在文化反腐认同不高、供给不足等困境。新时代,将系统观念运用到反腐倡廉建设中,从系统的整体性、协同性与韧性三方面来实施反腐败斗争标本兼治、协同治理、自我革命的双路径模型策略,以期为推进腐败治理现代化提供新思路。Institution and culture are the main lines of defense for anti-corruption work.In order to break through the dilemma of the single mode of corruption governance,try to build a dual path model of corruption governance that combines institution and culture.This dual-path model has the practical value of combining“symptoms”with“root causes”,“dare not”,“cannot”and“do not want to”,and“strictly govern the party”with“selfrevolution”,but there are also difficulties such as low cultural anti-corruption recognition and insufficient supply.In the new era,the system concept is applied to the construction of anti-corruption,and the dual-path model strategy of tackling both the root and root causes of the anti-corruption struggle,coordinated governance and self-revolution is realized from the three aspects of system integrity,synergy and resilience,which provides a new idea for promoting the modernization of corruption governance.
