摘　　要：习近平关于中国对外投资的论述是习近平新时代中国特色社会主义经济思想的重要组成部分,是我国改革开放时期的重大理论创新成果。他系统回答了企业为什么要“走出去”?依靠什么“走出去”?走到哪里去?如何“走进去”等重大理论与实践问题。面对“十四五”数字技术改变世界,新冠疫情大流行改变未来国际生产体系,投资保护主义、国际投资规则重塑等新挑战,学习习近平关于对外投资的重要论述,正确处理好“引进来与走出去”、政府与市场、大企业与中小企业、竞争与合作、经济交流与人文交流、义与利、走出去与外援、发展与安全等十大关系,对谋划“十四五”我国“走出去”的重大思路和实现其高质量发展具有重要的理论与现实意义。Xi Jinping's exposition on China's foreign investment is an important part of Xi Jinping's thought on socialist economy with Chinese characteristics for a new era,and is an important theoretical innovation in the period of China's reform and opening up.He systematically answered why enterprises should"go out",what to rely on to"go out",where to go,how to"go in",and other major theoretical and practical issues.Facing new challenges such as digital technology changing the world,COVID-19 pandemic changing the future international production system,investment protectionism,and the reshaping of international investment rules in the"14th Five-year Plan",learning Xi Jinping's important exposition on"going out",and correctly handling the ten major relationships of"bringing in and going out",government and market,large enterprises and small and medium-sized enterprises,competition and cooperation,economic and cultural exchanges,justice and profit,going out and foreign aid,development and security has important theoretical and practical significance for planning the major thinking of China's"going out"and realizing its highquality development during the"14th Five-year Plan".
