摘　　要：1956年,中国政府提出在香港地区设立官方代表,是否同意、如何回复成为英国政府“公认的困难问题”。英国外交部、殖民部、英国驻华代办处、港英政府等均参与了讨论。驻华代办、港督存在不同认知,而他们所属的外交部和殖民部考量不同但意见高度一致。外交部注重将其放在冷战格局下的英美关系、英中关系考量,特别是考虑中国台湾因素的影响。而殖民部主要着眼于香港地区的内部稳定以及对英国远东殖民利益的影响。从拖延到拒绝,英国的反应是在英美中三边关系下对英中关系进行风险评估的结果,反映了中国香港在西方阵营中战略价值的提升,折射出英国遇制共产主义又试图维系与中国关系的心态,最根本的原因是英国争夺人心以维护在中国香港的殖民利益。In 1956,the Chinese government proposed to establish official representation in Hong Kong.Whether to agree and how to reply became a"recognized difficult question"for the British government.The Foreign Office,the Colonial Office,the British Representative Office in China and the British Government in Hong Kong region all participated in the discussions.The British Charge d'Affaires in China and the Governor of Hong Kong region had different perceptions,while the Foreign Office and the Colonial Office they belonged to had different considerations but highly agreed with each other.The Foreign Office mainly considered the UK-US and the UK-China relations in the context of the Cold War,especially the influence of Taiwan.The Colonial Office focused on the internal stability of Hong Kong region and its influence on British colonial interests in the Far East.The British response,ranging from delay to rejection,was the result of a risk assessment of UK-China relations under the UK-US-China trilateral relationship.It reflected the rising strategic value of Hong Kong region in the Western camp and the British mentality of containing communism and trying to maintain relations with China.The most fundamental reason was that Britain fought for the hearts and minds of the people to safeguard its colonial interests in Hong Kong.
