摘　　要：刘宋晚期财政严重依赖扬州,尤其是三吴地区。萧道成依靠淮北四州豪强策动易代,将太湖东岸的吴郡、西岸的义兴以及宁绍平原的会稽纳入齐国封地,并以“悉”与“勋”为标准选任三郡太守。三吴自刘宋后期便已出现严重的经济衰退,建元、永明年间又频遭水灾,但齐高帝、武帝仍以赋税征收为首要考虑,三吴经济由此在“重赋”“急役”下运行。南齐以货币征收租布诸调,却缺乏解决货币短缺的能力,以致三吴民户还要承受货币市场波动带来的经济损失。尽管《南齐书》以“职贡有恒”“府藏内充”来赞誉永明时代,但这是以民户贫困与经济衰退为代价的,南齐的国祚短促未尝与之无关。The replacement of the Song dynasty by the Southern Qi Dynasty resulted from Emperor Xiaowu's failed reform after the fall of the Yuanjia system.Since the late Yuanjia period,the imperial finance of Jiankang became increasingly dependent on Yangzhou,and there appeared a tendency of the contraction of the Southern powers to the domain of the capital and its vicinities.During the Song and Qi dynasties,provinces including Jiang,Jing,Xiang,Yue,Guang,Liang and Yi boasted either"less tax"or"fewer military resources",or"rarer obedience to the Emperors decree",In Yangzhou,the big prefecture of Danyang suffered a serious alternation social and economic recession,so the court had to rely on the eastern counties in the Taihu Lake basin to the east of Jiankang and the Ningshao plain for its revenue contribution.While relying on the four powerful provinces in Huaibei to instigate the demise of power,Xiao Daocheng included Wu prefecture on the East Bank of Taihu Lake,Yixing on the West Bank and Kuaiji in the Ningshao plain into the ten prefectures of the state of Qi,in order to control the financial regions of the imperial court.At the turn of the two dynasties,incited by Xiao Daocheng,a plutocrat surnamed Zhang in Wu prefecture seized the local power.His selection criteria for the prefects of Sanwu region included both"their familiarity with him"and"their contributions to the society".On this premise,he respected the common practice of the Jin and Song dynasties in which Wu and Yixing prefects were held by gentry.However,the selection of the chief inspector of Kuaiji was held by the imperial clan,which reflected the attention Xiao Daocheng attached to Kuaiji.Although the imperial finance of the Song and Qi dynasties was heavily dependent on Yangzhou,Sanwu region was hit by a serious economic recession in the late Song dynasty,and continual floods at the time of Jianyuan and Yongming in the Southern Qi Dynasty,making it difficult to support the finance.After the founding of the Southern Qi dynasty,the rule over Sanwu region be
