摘　　要：全过程人民民主是中国特色的民主话语与民主机制,责任政治逻辑与全过程人民民主相融合而生的“全过程负责”,是提升全过程人民民主质量的必要路径之一。基于责任与民主的内在关联,“全过程负责”从观念、结构与行动三个维度保障了全过程人民民主的质量:全过程人民民主以马克思主义民主观为核心理念,从始至终贯彻了“人民本位”的价值内涵;全过程人民民主在多层次与全链条的系统结构中整合不同民主形式,激活各类要素,强化全过程监督,使民主成为能够真正回应问题的机制;全过程人民民主鼓励并动员广大人民群众负责任地参与到民主程序当中,以“能动者”的身份提升了民主制度的活力与执行力。“全过程负责”在提出一个分析民主质量的责任视角,探讨民主的责任意蕴和责任的民主价值。Whole-process people's democracy is a sort of democratic discourse and mechanism with Chinese characteristics.A proposition of whole-process responsibility is integrated by responsibility politics and whole-pro-cess people's democracy,which can be employed to improve the quality of whole-process people's democracy.Based on the relationship between responsibility and democracy,whole-process responsibility ensures the quality of whole-process people's democracy in three dimensions:the notion,the structure,and the action.Firstly,Marxism democracy philosophy is the core of whole-process people's democracy and its people-orientated value runs through whole-pro-cess people's democracy.Secondly,whole-process people's democracy integrates diverse democratic patterns,acti-vates different elements,and reinforces monitoring in a systematic structure with multi-levels and whole chains,which makes the democracy a mechanism of responding to public issues.Whole-process people's democracy encour-ages and motivates the public to responsibly participate in the democratic procedure as the"agents",which can pro-mote the vitality and implementation of democracy.Whole-process responsibility aims to offer a novel perspective of responsibility to analyze democracy quality and discuss the responsibility connotation in democracy and the democrat-ic value of responsibility.
