市场化、社会化、国家化进程中的乡村振兴瓶颈及其突破——基于山东烟台“苹果村”的调查

摘　　要：乡村振兴战略是我国加快推进农业农村现代化的重大举措,以乡村振兴实现农业农村现代化意味着将传统自然状态的乡村纳入现代化体系之中。市场化、社会化、国家化作为农业农村现代化的必经阶段,三者相互作用、紧密相连,深刻影响和改变我国的农业农村。我国是在传统农业历史悠久和人多地少的基本国情的约束条件下推进农业农村现代化的。这就导致农业农村在市场化、社会化、国家化进程中会面临诸多瓶颈性难题,制约着乡村振兴战略目标的实现。以山东烟台“苹果村”为调查对象,发现该村在市场化、社会化、国家化进程中分别面临“中低收入”困境、人口流动减缓、有限公共服务等乡村振兴瓶颈问题。这些问题难以用经济理性、人口推拉、公共性等一般理论解释。解决乡村振兴的瓶颈问题需要将乡村振兴战略置于农业农村现代化的视角下,立足于中国国情,以足够的历史耐心和韧性加以破解。The rural vitalization strategy is a major measure taken by China to accelerate agricultural and rural modernization.To realize agricultural and rural modernization through rural revitalization means to bring traditional natural rural areas into the modernization system.As a necessary stage of agricultural and rural modernization,marketization,socialization and nationalization interact with each other and are closely linked,profoundly affecting and changing China's agriculture and rural areas.China is advancing agricultural and rural modernization under the constraints of a long history of traditional agriculture and a large population with little land.As a result,agriculture and rural areas will face many bottleneck problems in the process of marketization,socialization and nationalization,which restricts the realization of the strategic goal of rural revitalization.This paper takes"Apple Village"in Yantai,Shandong province as the research object,and finds that the village faces the difficulties of"middle and low income"in the process of marketization,socialization and nationalization,slowing down of population flow,limited public services and other bottlenecks in rural revitalization.These problems are dfficult to be explained by economic rationality,population push and pull,publicity and other general theories.To solve the bottleneck problem of rural revitalization,it is necessary to put the rural revitalization strategy in the perspective of agricultural and rural modernization,based on China's national conditions,with enough historical patience and toughness to solve it.
