简约治理:概念内涵、生成逻辑与影响因素

摘　　要：在复杂治理负面效应叠加凸显的背景下,反思简约治理在基层治理现代化方面的价值,颇有必要。完全正式治理不可能定律表明,正式权力对基层主动、直接、实质性介入的过程,也是简约治理生存空间的生成过程。对治理对象的分类治理-层级分化-主体吸纳是简约治理主体的进场机制。寻求基层治理结构再平衡是简约治理生成过程的本质。社会基础、治理能力、治理负荷和制度空间对简约治理的规模有着关键性影响。我们在系统梳理的基础上为简约治理提供了一个可行性的解释框架,这在构建简约高效的基层治理体制、全面推进基层治理现代化等方面有着重要的理论价值和现实意义。With the increasing negative effects of complex governance,it is necessary to reflect on the value of simple governance in the process of modernizing basic-level governance.Since the complete formal governance is impossible,the direct,substantial involvement in basic-level governance is also the process m which simple governance is generated.Classified management,hierarchical differentiation,and subject absorption constitute the working mechanism for the subject of simple governance.Seeking a structural re-balance defines the process of simple governance.Social foundation,governing capacity,governing load,and institutional space have key impact on the scale of simple governance.This article atempts to explain the concept of simple governance and we hope that it is helpful for the building and promotion of a simple and efficient basic-level governance system.
