摘 要:黄河流域生态保护和高质量发展已上升为国家重大战略,水资源成为黄河流域高质量发展的最大刚性约束,做好做足水资源保护利用的大文章是黄河流域生态保护和高质量发展的关键所在。围绕高质量发展“五大发展理念”构建评价体系,测得黄河流域9省区的经济高质量发展水平,依托Tapio弹性脱钩模型,得出经济高质量发展与水资源消耗的脱钩系数,并进一步将脱钩分解为生产技术、经济规模、产业结构与人口数量四大驱动因子,其中生产技术进步和产业结构优化加速脱钩,经济规模抑制脱钩,人口数量对脱钩的影响较小。Ecological protection and high-quality development of the Yellow River Basin have become a major national strategy.As the biggest rigid constraint of high-quality development,water resources'protection and utilization are the key to the ecological protection and high-quality development of the Yellow River Basin.An evaluation system around the"five development concepts"of high-quality development is constructed and the high-quality economic development level of nine provinces and regions in the Yellow River Basin is measured.Based on the Tapio elastic decoupling model,the decoupling coefficient between high-quality economic development and water resource consumption is obtained.And the decoupling is further divided into four driving factors,including production technology,economic scale,industrial structure and population.Among which the progress of production technology and the optimization of industrial structure accelerate the decoupling,economic scale inhibits the decoupling,and the population has little impact on the decoupling.
