摘　　要：习近平同志在上世纪八十年代就提出"科技是关键,信息是灵魂",之后相继提出"数字福建""数字浙江""智慧上海",并在党的十九大报告中作出建设智慧社会的重大部署,不断谋划创新推进跨越式发展。习近平智慧社会法治建设理论立足于数字化、网络化、智能化及其融合发展中的法治化治理与法治革新,是智慧社会法治建设的理论纲领和行动指南,为人类社会从信息社会向智慧社会发展指明了方向,为智慧社会的法治化建设做了科学谋划,为法治现代化做了前瞻部署和理论创新。贯彻落实习近平智慧社会法治建设理论需要坚持党的领导、坚持以人民为中心、坚持系统观念、加强科技创新、加强新型法治队伍建设、加强安全保障。General Secretary Xi Jinping proposed that"science and technology is the key,while information is the soul"in the 198Os.Later he initiated the projects of"Digitalized Fujian","Digitalized Zhejiang"and"Smart Shanghai".In the Report of the 19th National Congress of the Communist Party of China,he offered a blueprint for a smart society and attached great importance to innovation and great-leap forward development.Xi Jinping's theory on the construction of the rule of law in a smart society is predicated upon the rule of law and its innovation in the process of making digitized,networked and smart development.It is the theoretical program and guideline for the construction of the rule of law in a smart society,which navigates human society from information society to smart society.The theory makes scientific planning for the construction of the rule of law in a smart society.It is a theoretical innovation and has made forward-looking deployment for the modernization of the rule of law.To implement Xi Jinpin's theory of the rule of law in a smart society,it requires adhering to the leadership of the Party,being people-orientated,sticking to the systematic concept,promoting scientific and technological innovation as well as enhancing the construction of new rule of law workforce and security assurance.
