The environmental quality is an important factor affecting tourist demand and welfare. However, the single use of either stated preference method or revealed preference method remains subject to plural limitations. In order to explore the impact of changes in environmental quality on tourism demand and welfare, this article attempts to evaluate the tourists'consumer surplus(CS)under the two scenarios of environmental quality improvement and deterioration by using a joint estimate of travel costs and contingent behavior data. The analytical results show that changes in environmental quality can directly affect the number of trips, thereby increasing or reducing their consumer surplus, but will not indirectly change CS by influencing tourist travel cost. The current amount of the CS measured in Baiyangdian Scenic Area is¥909.09 per visitor per trip.Improvement of the environmental quality will increase the average number of trips by 1.45 times annually, and the annual tourist's CS can be able to rise by¥1318.18.However,the lowered environmental quality will reduce the average number of trips by 1.41 times per year, thus of being reduced by¥1281.81 in CS.
