摘　　要：政府作为经济社会活动管理者,履职效果直接影响一个地区经济发展。通过评估317个地市级政府经济发展职能绩效水平,研究发现,地方政府经济发展职能重心已由过去片面“追求经济快速增长”向注重“促进经济结构转型升级”转变;地市级政府经济发展的东中西区域绩效水平差距有所缩小,但“东高西低”绩效梯次格局仍未发生变化,东部地区依然是中国经济增长的压舱石,而经济增长绩效水平持续下滑的东北地区则影响了全国政府经济增长绩效水平的提升;“南北”政府经济发展绩效水平差距问题逐步凸显,区域内城市群一体化发展成为助推区域经济增长的重要支撑点。由此,加快推动区域经济发展一体化,尤其是城市群一体化建设,统筹规划东、中、西以及东北地区经济产业结构布局,发挥“南北”经济发展相对比较优势,挖掘不同地区经济转型发展的嵌入融合点,推动地区产业结构升级转型,将成为政府推动地区经济高质量发展的重要方向。As a manager of economic and social activities,the government directly affects the economic development of a region.Through the performance evaluation of the economic development function of 317 prefecture-level governments,the study found that the role of the local government's economic development function in China has become increasingly prominent."Transformation and upgrade"government's investment in promoting economic development and the results achieved are generally better,and the difference between the performance of prefecture-level governments in economic development functions has continued to narrow;the gap between the performance levels of the eastern,central and western regions has narrowed,but the performance ladder pattern has not changed,the eastern region is still the pressure stone for China's economic growth,and the continuous decline in economic growth performance in the northeast region has affected the improvement of the national government's economic growth performance,and the"North-South"performance gap has gradually become prominent.Unbalanced regional development presents new characteristics,and the integrated development of urban agglomerations within the region has become an important supporting point for boosting regional economic growth.Therefore,accelerate the integration of regional economic development,especially the integrated construction of urban agglomerations,plan the layout of the economic and industrial structure in the east,middle,west and northeast regions,give play to the relative comparative advantages of"south-north"economic development,and tap the embedding of economic transformation in different regions The integration point to promote the upgrading and transformation of the regional industrial structure will become an important direction to promote the high-quality development of China's economy.
